The Nigerian Civil Aviation Authority (NCAA) has fined RwandAir ₦15 million for allegedly failing to resolve a passenger’s complaint over damaged baggage within the timeframe required by Nigeria’s aviation regulations.
The airline has also been ordered to replace the damaged bag and pay the affected passenger $170 as first-need compensation.
NCAA spokesperson Michael Achimugu disclosed the sanction in a post on his X account on Friday, stating that the airline breached Nigeria’s consumer protection rules by failing to address the baggage complaint within the prescribed period.
According to the regulator, the matter falls under Part 19 of the NCAA Regulations 2023, which sets out consumer protection requirements and compensation for passengers affected by baggage-related problems.
The NCAA said the ₦15 million penalty was imposed specifically because RwandAir failed to resolve the complaint within the stipulated timeframe. The airline was subsequently directed to replace the passenger’s damaged luggage and provide the $170 compensation required under the regulations.
The authority said the enforcement action forms part of its efforts to protect air travellers and ensure that both local and international airlines operating in Nigeria comply with established consumer protection standards.
The latest sanction is not the first time the NCAA has taken disciplinary action against airlines over regulatory breaches. In February 2025, Royal Air Maroc, Arik Air, Ethiopian Airlines, Aero Contractors and Air Peace were among carriers sanctioned over various infractions.
The development also comes about a week after the NCAA warned airlines that failure to process passenger refunds within the timeframe prescribed under Part 19 could result in regulatory sanctions.
The regulator said airlines operating in Nigeria are expected to comply with the applicable consumer protection rules or face enforcement measures.
